Se trata de un volumen bilingüe inglés-español. Abstract: On March 24th, 1976, the Argentine Armed Forces perpetrated a coup state against the constitutional government, launching a violent takeover of state institutions at their different levels and the imprisonment, and even disappearance, of union leaders, political activists, journalists, and intellectuals who were considered suspects. Up to that moment, scientific research was mostly concentrated in public universities and the National Council for Scientific and Technological Research (CONICET). During the dictatorship there were actions aimed at shrinking universities and selectively expanding other spaces of research within CONICET. In a short time, public universities were occupied by the military and their research activity was decimated. The military government implemented actions tending to shrink university enrollment and reduce teaching staff, accompanied by ideological persecution and mass layoffs. The result was the expulsion of thousands of teachers, a sudden reduction of the student body, and closure of research institutes/centers and undergraduate departments. There were also processes of purification/expulsion of researchers and internal reorganization at CONICET; there was a process of staff renewal after which the leadership of the institution fell in the hands of researchers who accumulated executive positions at different administrative levels. However, once the entire field was disciplined, the Armed Forces sought to remove every line of research from higher education institutions and to channel it through CONICET. Our empirical and bibliographic survey has allowed us to show that there was a transference of resources from national universities to the Council, causing the shrinking of the former and the expansion of the latter. CONICET increased its staff, multiplied the number of institutes, and implemented a decentralization program based on the creation of Regional Centers of Scientific and Technological Research in the interior of the country. This authoritarian scientific policy was supported, to a large extent, by a loan from the Inter-American Development Bank (IADB) obtained in 1979. The general goal of this work is, therefore, to analyze the role played by foreign aid to consolidate the institutional expansion of CONICET to the detriment of public universities. We argue that this policy of decentralization of the national scientific system was based upon a direct intervention on the scientific field implemented with funds received through foreign aid. This analysis inevitably brings us to discuss the endogenous capacity of academic fields from the periphery to determine their own science policy and, for this reason, the question about financial dependency will be the thread of this work. We propose to explain the role of the loan by analyzing, from the perspective of critical political economy, the role of multilateral organizations during the dictatorships in the Southern Cone. According to Vivares (2010), IADB was the third pillar of the Inter-American system along with OAS and CEPAL, these organizations structured economic policy in the region. We will try to show that the Argentine military government, deeply rooted in its authoritarian foundations, promoted a conservative modernization of the science policy based on the expansion and decentralization of CONICET, which deepened the hiatus between the Council and public universities. We will argue that this kind of authoritarian developmentalism was possible because of the IADB loan. /// Resumen: El propósito general del trabajo será indagar acerca del desarrollo del campo científico argentino durante la última dictadura militar (1976-1983) y, en especial, el papel que jugó la ayuda externa para consolidar la política de expansión institucional del Consejo Nacional de Investigaciones Científicas y Tecnológicas (CONICET) en detrimento de las universidades nacionales. Es bien conocido el interés que ha tenido el Banco Interamericano de Desarrollo (BID) por participar en el financiamiento de la investigación científica y educación superior de América Latina, siendo testimonio vivo de este interés particular los cientos de préstamos e innumerables operaciones de cooperación técnica enmarcados en el área prioritaria de educación e innovación para respaldar el desarrollo regional de la ciencia y la tecnología. Se trata de una agenda que nació con la institución hace ya más de 50 años. No obstante, en el transcurso de la coyuntura crítica de los años setenta en el contexto periférico latinoamericano, la labor de éste organismo de cooperación internacional fue virando hasta constituirse en catalizador de un nuevo modelo económico en la región (e impeliendo además nuevas connotaciones en materia de política académico científica) en el marco de sus vínculos con los gobiernos militares autoritarios predominantes por entonces. Pues tal como señala Diana Tussie (2000), los bancos multilaterales de desarrollo (como el BM y el BID) no son meras fuentes de financiamiento de proyectos de infraestructura, sino que más bien se constituyen en los diseñadores de las sociedades de los países prestatarios. Enmarcaremos el análisis de la política de descentralización del sistema científico nacional y el papel de la ayuda financiera internacional en el desarrollo de una intervención directa sobre el campo científico durante la dictadura argentina. Este análisis nos conduce, inevitablemente, a la discusión acerca de la capacidad endógena de los campos académicos periféricos para construir sus propias agendas de investigación y, en este sentido, la pregunta acerca de la dependencia -académica o financiera- constituirá el hilo conductor del trabajo. La dependencia entendida en términos de relación, sujeta no sólo a los centros sino a la dinámica del polo dominado, es decir, desde una perspectiva que atienda a las condiciones nacionales que reforzaron la condición periférica del campo científico argentino (Beigel, 2006, 2009). El análisis y sistematización de documentos de política científica y tecnológica del gobierno militar y del CONICET, del convenio y auditoría de gestión del préstamo BID, de estadísticas y publicaciones del Consejo, de bibliografía referente a la trayectoria del BID en los 70 y 80, nos permitirán responder a ciertos interrogantes tales como: ¿Cuál fue la política militar para la ciencia y la tecnología dentro de la cual se desarrolló el Programa de Creación de Centros Regionales?; ¿Cuáles fueron las características y los condicionamientos -si es que los hubo- impuestos para el otorgamiento de este préstamo de cooperación internacional?; ¿Cómo fue implementado el Programa, qué líneas de investigación fueron seleccionadas y en base a cuáles criterios?; ¿Cuáles fueron las especificidades del vínculo entablado entre el BID, el Gobierno Militar argentino y el CONICET (en tanto organismo destinatario del préstamo) en el diseño y ejecución del programa financiado?; ¿cuál era la agenda del BID para América Latina y el rol del Banco en aquel contexto regional?; entre otros.
