Resumen:
Los paisajes culturales en Argentina no resultan fácilmente reconocibles, valorados o incluso percibidos por las mismas poblaciones locales, poseedoras del mencionado patrimonio. Es más, la misma condición de paisaje cultural aparece desdibujada al lado de la magnificencia de elementos del paisaje natural, que incluso a veces no es tal, sino que por tratarse simplemente de elementos verdes, la "naturalidad" emerge como atributo incuestionable. Sin embargo el paisaje cultural constituye uno de los principales atractivos de un destino turístico, ya que condensa las principales señas de identidad del lugar. El turismo, por su parte, se nutre, aprovecha e incluso explota los valores de los paisajes culturales en la generación de productos que pretenden satisfacer determinadas demandas de la actividad turística, así como inducir otras. Esta claro entonces, que el turismo no es inocuo respecto del territorio que lo soporta y que en esa relación, es factible reconocer en los elementos que se ponen en juego, los resultados de las ecuaciones sociales, económicas y ambientales. En este contexto, la ponencia se propone reflexionar en torno al binomio patrimonio y turismo en el marco de la construcción del paisaje cultural en territorios en los que la actividad turística ha ido sumando protagonismo. Desde una concepción del paisaje cultural como recurso para un desarrollo más sostenible, el trabajo explora el papel que le cabe en la conformación de los espacios turísticos y avanza en la formulación de algunas estrategias sobre las que articular objetivos de ordenación de dichos espacios. Heritage and Tourism Who serves who in cultural landscape construction? Abstract: Cultural landscapes in Argentina are not easily recognized, valued or even perceived by the local populations, owners of this heritage. Moreover, the very condition of cultural landscape appears to be blurred by the magnificence of elements of the natural landscape, which is sometimes not that natural, but, simply because of their being green elements, “naturalness” emerges as an unquestionable attribute. However, the cultural landscape is one of the major attractions of a tourist destination, as it encompasses the main identity signs of the place. Tourism, in turn, feeds on, takes advantage of, and even exploits the values of cultural landscapes by generating products aimed at meeting certain demands of the tourist activity and at inducing others. It is therefore clear that tourism is not innocuous to the territory that supports it and that, in this relationship, it is feasible to recognize the results of social, economic and environmental equations in the elements at play. In this context, this presentation attempts to make a reflection upon the heritage-tourism binomial within the framework of the construction of cultural landscape in territories where the tourist activity has gained great relevance. From a conception of the cultural landscape as a resource to achieve a more sustainable development, this work examines its role in forming tourism spaces, and advances in the formulation of some strategies on which to articulate management of such spaces.
