AbstractIn the fifties, William Deming introduced the idea of the quality as an strategic arm and quickly was spread the managerial paradigm of quality with its two components: normalization and certification. Thus, from the enterprise world, the strategic managing of quality in tourism was incorporated to government policy. Nevertheless, in tourism the quality is impossible to dissociate from the concept of sustainability, which includes the environmental aspects as well as the economic, social and cultural aspects of the destinations. In consequence, to evaluate the impact of public policy in the matter is necessary to define a System of Tourist Sustainability Indicators (STSI). A good STSI part of the use of information currently available, can be applied throughout a country and for different scales, and evenly covers the four universally accepted subsystems and the different types of possible indicators. In this theoretic approach we proposes a territorially inclusive system, outlining the advantages of a systemic conception, as a scientific tool for strategic planning of the regional development. Así, desde el mundo empresario, el gerenciamiento estratégico de la calidad en el turismo se incorporó a las políticas de gobierno. Sin embargo, en turismo la calidad es imposible de separar del concepto de sustentabilidad, el cual incluye tanto los aspectos ambientales como los económicos, sociales y culturales de los destinos. En consecuencia, para evaluar el impacto de las políticas públicas en la materia es necesario definir un SIST. Un buen SIST parte de la utilización de información actualmente disponible, puede aplicarse a todo un territorio nacional y a diferentes escalas, y cubre equilibradamente los cuatro subsistemas universalmente aceptados y también los distintos tipos de indicadores posibles. En esta aproximación teórica se propone un sistema territorialmente inclusivo, resaltando las ventajas de una concepción sistémica, como herramienta científica para la planificación estratégica del desarrollo regional.
