Soviet Armenia Policy toward the Armenian Diaspora before and During the Early Cold War: The Armenian community in France and Argentina (1930-1950)

Resumen:
The aim ofthis paper is to analyze from a comparative perspective the similarities anddifferences of the links between Soviet Armenia and the Armenian Diaspora inthe stages previous to and at the beginning of the Cold War, emphasizing  two communities, Argentine and French.Following its Sovietization, the Republicof Armenia tried to build up itsleadership in the Armenian communities of Franceand Argentina throughdiplomatic channels in the first case and through the struggle for leadershipof the Armenian Apostolic Churchin the second. In both communities the leftist groups were affected by thecontrols of their respective States, the suspicions of those who cultivatedthose ideas. In Argentina,laws to control communist ideas were applied. In the French case, theactivities of political groups were monitored by the police. Thisresearch focuses on two issues: a) on one hand it will inquire into the Sovietpolicy of expansion of Bolshevism in places where Armenians were numerous as inthe case of France, but also in smaller communities such as the Argentine case;b) on the other, we will try to detect the perception of communist ideas inboth communities and the reaction of the respective States, since both theFrench and Argentine governments  distrustedthese groups who recognized one sole Republic which was underSoviet rule as their "motherland" . Finally our analysiswill focus on  twocentral questions1) Why, howand with what tools did Soviet Armenia try to exert influence on the Diaspora?2) How and through what specific mediation did the Armenian Diasporas ofArgentina and France respond to the intervention of Soviet Armenia? To achieve these objectives a variety of archives willbe consulted; for the French case,the National Archives, the Archives ofthe Prefecture of Police, the Quai d'Orsay  Archives and theArmenian press such as Haratch, HOK among others. For the Argentine case, the  Archives of the AdministrativeInstitution of the Armenian Church,the archives of the General Inspectorate of Justice, the Armenian press (Armenia newspaper and Hai Guetron).
