Resumen:
In the tourism-heritage management processes, coming from the state as well as thenon-state actors, rural and community base modality seems to have been legitimized as aneffective form of action in small towns, guaranteeing the participation of different social actorsbelonging from local communities. However, this modality is not exempt from tensions dueto the unequal relations of economic, political and symbolic power that are expressed/silencedwithin it in a pre and pos pandemic context. In this framework, we propose to analyze twosignificant cases from Argentina: the rural tourism intervention projects of the National Institute of Agricultural Technology and the local initiatives that emerged in small towns in theprovince of Santa Fe. The cases show various forms of “state production” with diverse resultsin which the base community organization is redefined, particularly in the context of the COVID-19 pandemic.
