This document describes the development of a prototype implementing the core functionality of an Extensible G2G Message Gateway (XG2G). The document first presents a general background for communication between government agencies, including several examples of how these communications enable the collaboration between them. It also describes how these collaborations support the delivery of G2C and G2B e-services. Next, it specifies in detail the requirements for XG2G. Use Case, Conceptual, Design, Implementation and Deployment models are presented and discussed successively. Additionally, formalization of the conceptual model is shown. Finally, glossary of terms, formal specifications and some implementation artifacts are included in the Appendix.
