This document describes the specification, models and implementation of a framework that supports the development of back-office applications for Electronic Public Services. The document first presents a general background to back-office applications for delivering Electronic Public Services (e-services). Next, it specifies in detail typical requirements for back-office applications for e-services. Use Case, Conceptual, Design and Implementation models are presented and discussed successively, followed by the presentation of a Back-Office Application developed using the framework.Glossary of terms and various implementation artefacts are included in the appendices.
