This document is the technical report presenting the results of the interoperability related research activity carried out during the Software Infrastructure for E-Government Project (SIP). This project is one of the four projects executed by UNU-IIST-EGOV for the Government of Macao SAR in the 2007 Fiscal Year. The aim of this report is to introduce main interoperability concepts and challenges for achieving interoperability, to present best-known interoperability frameworks adopted by e-Government leaders, to define organizational and semantic interoperability requirements, and to provide an ontology example. The results presented in this report were used as input for implementing the semantic extensions of the Extensible Message Gateway - the software infrastructure component delivered by SIP.
