This document describes the concept of an Executive Master Programme in Government Information Leadership for Sustainable Development (EGOVMaster), a two-year advanced degree for mid-career executive professionals, who currently hold, are expected to hold, or aspire to hold Chief Information Officer (CIO) or related leadership positions in government or intergovernmental organizations, thereafter called Government CIO (GCIO) positions. Such positions include whole-of-government GCIOs associated with the national, state or local governments, GCIOs associated with individual government ministries or agencies, or GCIOs serving intergovernmental organizations and their agencies like e.g. African Union, Association of South East Asian Nations, European Union, Organization of American States, United Nations Development Programme, and many others. The document is structured into eight sections as follows. Section 1 presents the thematic context of the programme - the GCIO function and its responsibilities. Section 2 outlines the rationale for the programme - GCIO education gap. Section 3 describes the concept of the programme. Section 4 justifies how the concept described in Section 3 fulfils the education gap identified in Section 2. Section 5 highlights curricular innovations introduced by the programme. Section 6 compares the programme with over 70 existing GCIO-related programmes. The final Section 7 describes the value-added by the programme to the hosting university and potential students.
