This report presents the Electronic Participation Toolkit, a set of guidelines and tools for planning, implementing and executing e-Participation initiatives. The toolkit is based on the Electronic Participation Framework. The report is a deliverable of the "Electronic Governance for Sustainable Development - Applications" project, executed by the UNU-IIST Center for Electronic Governance as part of the e-Macao portfolio. In total, 103 e-Participation guidelines are presented, classified into six categories: 1) Motivating Government Leaders, 2) Raising Citizen Awareness, 3) Building Capacity, 4) Planning Initiatives, 5) Implementing Initiatives, and 6) Executing Initiatives. The findings were synthesized based on data collected from literature review and case studies analysis.
