The current policy report presents a methodology for assessing the current state of information sharing practice in government, and the outcomes of applying such methodology for the Government of Macao SAR. In addition, based on the results obtained through the assessment in Macao and from the GIS Global Survey, policy recommendations for MSARG are presented.The assessment was part of a consolidated e-Macao Survey, aimed at gathering data required for elaborating policy recommendations and guidelines within a number of e-Macao projects carried out by UNU-IIST-EGOV. It was conducted by UNU-IIST-EGOV together with the Public Administration and Civil Service Bureau of MSARG (SAFP), in collaboration with several other agencies. Out of 57 agencies invited to participate, 34 completed and submitted the questionnaire. Considering their number(60%) and distribution across different secretary offices, these agencies were representative of MSARG as a whole. The survey was carried out online using an opensource tool Lime Survey, selected based on its functionality and convenience.The aim of the assessment was to determine the state of IS practice in the MSARG. The assessment findings can support the identification of information shared between government agencies and the understanding of the perceptions of government officials about this practice in order to provide policy recommendations for developing information sharing policies and strategies.The assessment was implemented based on the methodology developed in UNU-IIST-EGOV. The methodology includes four activities - planning, modeling, design and execution. The application of the methodology for the Government of Macao SAR is explained in details. According to the specified assessment model, the data collected to assess the information sharing practice in MSARG covered eight areas: 1) information requested by agencies; 2) information provided by agencies; 3) culture; 4) information used by agencies; 5) perceptions on barriers; 6) perceptions on enablers; 7) perceptions on benefits; and 8) principles. The responses were consolidated into a spreadsheet comprising 34 respondent agencies and 202 variables distributed across the eight assessment areas. The consolidated data was analyzed using qualitative and quantitative methods.
