Towards a Conceptual Framework for Mobile Governance for Sustainable Development (MGOV4SD): Reviewing the Literature and State of the Art in an Emerging Field

This paper provides a review of the literature and state of the art in Mobile Governance (MGOV) for Sustainable Development (MGOV4SD) and develops a conceptual framework for MGOV4SD that can serve as a basis for assessing and developing MGOV4SD strategies. To this end, the paper: 1) reviews a selection of relevant publications on MGOV4SD along an assessment framework that captures problem areas studied in these publications, as well as research and data collection methods, results obtained, and publication types; 2) defines the state of the art in MGOV4SD research by identifying central themes emerging from the relevant literature; and 3) develops a conceptual framework that consists of four key dimensions of MGOV4SD.
