Resumen:
It is important for a decision maker to be aware of the changing environment to be able to reach the planned goals. We are interested on the case of policy makers that take decisions by choosing some course of action among others, and in doing so, they have also to receive the feedback sensing the change in the risk perception by the social environment she is acting over. We review the literature concerning risk management and complex environment. Taking into account this, we also present a model that can help to improve the way policy makers navigate a dynamic landscape of social perception of risk when they have to choose between different technologies to avoid some catastrophe. This model can face the problem of collateral damages, the change in the perception of the voters and the time required to reach the goal.
