The COVID-19 pandemic has interrupted the established routines of interaction between citizens and States worldwide. State-society relation has been affected in both directions: States have been forced to implement unexpected policies ?increase public spending, impose restrictions to mobility, close borders, etc?, while the civil society has had to deploy new strategies to respond to the critical situation ?such as changing its ways of interacting with the public space, virtualizing social activism, etc. How has the pandemic affected the State-society relation across uneven territories? How has multilevel politics affected the State response to the pandemic at its different scales ?city, province, country? How have social players responded to the pandemic and deployed mobilization strategies according to their socio-territorial identities? This paper addresses these questions by analysing the Argentine case. It will compare the diverse subnational dynamics between State and society during the pandemic in 2020, attending both public policies ?implemented by national as well as subnational authorities? and social mobilization.
