Resumen:
The aim of the paper is to analyze the processes shaping urban public policy ?common sense?, based on the study of political rationalities embedded in discourses coming from key local actors. Framed by a critical approach on the processes of decision-making in public policy, the study is based on discourses produced in -and about- Buenos Aires? urban transformations during the 90s. The series of discourses come from periodical publication by the Central Society of Architects (Sociedad Central de Arquitectos, SCA) and the Argentine Construction Chamber (Cámara Argentina de la Construcción, CAC). The paper presents some results of the discursive analysis, such as: a) a naturalization of the ?necessity? of the intervention of private actors in service delivery and city government; b) a political construction of an ambiguous definition of ?private actors?, but a clear definition of ?public actors? as state-related; and c) an overlapped and contradictory definition on how, when and with what objective these partnerships are supposed to work; d) a de-responsibilization of capital and over responsabilization of politics (and politicians, and ?the state?, and the public sector in general).
