Resumen:
The proposed presentation aims at contributing to ongoing debates on the ?landing? of global finance capital into the urban built environment in the Global South. By analyzing business property development in Buenos Aires? CBD during the years of high liquidity in ?emerging markets? such as Argentina, the proposed paper demonstrates that (de)regulation policies at the local and national scale along with liquidity provided by global finance capital have largely contributed to a redistribution of ?power/knowledge? among developers. On the one hand, new sources of funding and legitimacy were created at the local level. On the other hand, interests groups with connections to global finance capital were formed to push for reforms on property laws and urban policies. These conditions altered the visibility and agency of ?real estate sector? as independent of ?construction sector?, providing privileged access to authorities to once-unknown businessmen. The urban outcome has been a rapid transformation of Buenos Aires? skyline of cupolas and domes, now dominated by glass and steel towers. Finally, the analysis presented is based on different series of documents (from parliamentary debates, to financial statements and firm?s flyers and archives), as well as interviews conducted with public and private actors that are involved in the business property market of Buenos Aires.
