In the last 15-years, an increased
number of hazardous events was recorded in the coastal zone of the Pará State (Brazil) due to
the action of erosive processes affecting precarious fishermens residences,
public infrastructure and high value vacation residences located close to
shoreline. Residents and authorities have mostly chosen engineered works for
mitigating waters action. Considering that these hard stabilization measures
will probably be further used to face future scenarios of relative sea-level
rise, this work carries out a detailed description and classification of the
existent structures, estimates the economic impacts of their construction and
analyzes the causes of the success or failure of these protection measures in
the region. The hard protection structures are classified using several
parameters such as location, public or private monetary funds, coastal
morphology, type of structures and material employed, dimensions and
conservation state. The economical impact is assessed using construction costs
data of the public works in the period 1995-2002 and their relationship with
the municipal districts budgets and the value of the protected elements. Values
of the private protection works were not available. Although these measures
have resulted in a significant disminution of erosion and floods in same
sectors, on others they have proven to be ineffective. Lack of adequate
planning and conservation, as well as, few environmental data are described as
the main reasons that conduct to the failure of several of them.
