This analysis observes the role of business interest groups in regional integration from the perspective of their relationship with the government. This role is studied in the negotiations that took place during the transition period to the customs union in Mercosur (1991-1995), negotiations which pointed to establish lists of manufactures exempted from free trade in the common market.
