Thus, social vulnerability went from beingunderstood as a result of the marginalization of a group of workersfrom the labor market, to be itself the cause of thismarginalization. This definition of the problem was not innocent andsomehow left out of the discussion capital strategies that increaseprecariousness and social vulnerability. But this long process,consisting of discussions "from above", found in workersmore concrete answers, both of resistance, as well as to cope withthe urgency of survival related with social economy and mutual aidmediation. Then are these mediations between the needs, the state andthe workers themselves in situations of crisis that we want toanalyze in this work. Our proposal is to think in two criticalmoments in Argentina: the crisis of the thirties and the fall of theconvertibility regime in early 2000s, the workers strategies ofassociation to guarantee a livelihood, the dispute over thedefinition of the social question, and the building of political tiesin times of crisis of wage labor in Argentina. For that we start toask ourselves: how the workers gave meaning to each of these stateforms of posing the social question? How they dispute the sensesassociated with the problem of unemployment? What did the workersagainst the economic difficulties affecting their homes? What it wassaid about what they did? What they said they were doing?
