The Reverse Revolving Door: Participation of Economic Elites in the Public Sector during the 1990s in Argentina

Resumen:
This study analyzes the process of public-private mobilityby the Argentine economic elite (i.e., their "movements" back and forth between the private and public sectors) inthe 1990s to assess the use of the revolving door duringstructural reforms. By studying the careers of senior executivesof leading companies and business associations inArgentina, we show that unlike other countries, the revolvingdoor did not involve a strategy to gain better positionsin the private sector. Rather, it was used to get directinvolvement in the process of policymaking at a time whenneoliberal reforms were being implemented under the prescriptionsof the Washington Consensus. Holders of publicoffice briefly took part in government areas that wereclosely related to the activities of their economic elite,assuming elite job positions in the private sector afterward.
