Memory and Communication Policies Over the Past Decade. The History of Encuentro Channel in Argentina

In 2003 a period characterized by major changes at the state level began in Argentina. In particular, we wish to emphasize two axes: on one hand, action was taken in order to satisfy historical claims regarding human rights and the memory of the last military dictatorship. On the other hand, the governments of Néstor Kirchner and Cristina Fernández de Kirchner promoted numerous communication policies, many of which focused on the realization of audiovisual content about the dictatorial past.Given this scenario and considering that our thesis project consists on the analysis of audiovisual productions about the last military dictatorship promoted by the State during the Kirchnerism, the proposal of this paper is to examine Encuentro, the first television channel of the Ministry of Education which was created in 2005. Encuentro represents the state actor that has developed the biggest amount of documentary television programs in the period under review and also has become an emblem in the field of production of cultural and educational audiovisual contents and an international model as far as public television. In that regard, it is important to analyze its creation, its modes of production and its working dynamics from a look that combines sociology, communication sciences and history, as a necessary first step before analyzing their productions.
