In this chapter, we analyze the ways in which different models of national development affected labor conditions in Argentina by focusing on the case of steelworkers in San Nicolás de los Arroyos. Through their case, we compare two different economic models: the first driven by economic de-regulation and measures aimed at creating a flexible labor market; the second one marked by a return to protectionism and State-led regulation of the labor market. By analyzing the common-sense perception of the steelworkers, we explore a significant difference between the generally assumed periodization of economic change in Argentina and the perception of workers regarding the critical moments in their labor history. The chapter aims at explaining an apparent contradiction in the goals of the new, post-neoliberal model launched in 2003 and the narratives of the workers, who trace more continuity than discontinuity between the neoliberal phase and the present. Drawing on our ethnographic data we conclude that large companies have managed to continue with their outsourcing practices as a means of perpetuating the flexibilization of their work force despite the new economic and political regulatory framework.
