Although the criteria for adding new species to Annex 1 of the Agreement were discussed at AC2 and AC3, no formal endorsement from the Advisory Committee followed at those or subsequent meetings. At AC7, there was a request to develop clear criteria for listing and delisting of species in light of the limited resources of the Agreement, and the large number of potential candidate species. It is suggested that six of the eight criteria presented in AC3 Doc 18 is retained when evaluating amendments to Annex 1, and that the procedure outlined in AC7 Doc 20 Rev 1 is followed for future nominations. A suggestion is made for possible delisting criteria.
