CATALYSE, STLOCUS AND TERRITORII. Application of three methods to two cases in the Greater La Plata, Buenos Aires, Argentina: PIO Project, Integrated Land Management

The oriented research project PIO CONICET and UNLP "Strategies for Integrated Land Management. Vulnerabilities Intervention and Transformation Processes in Territorial Intelligence. Enviromental social and spatial methods and techniques : Two cases in Greater La Plata" It is the first to apply the Catalyse, Stlocus and Territorii methods simultaneously and complementarily. The paper presents the main results after a year of research.The objective of the first year of the project is to recognize social and environmental issues into two areas affected by the floods of April 2, 2013 : arroyo Maldonado basin and the area of influence of YPF channels and Puerto La Plata, in Berisso and Ensenada.The objective of the second year is co-building a comprehensive agenda with Territorial Land Management Intelligence from learning achieved with the implementation of the three methods mentioned together with other executed from the Natural Sciences methods and techniques: analysis of surface water and sediment, drinking water and air analysis. With the aim of complement the results later, Catalyse, Stlocus and Territorii were run with the same spatial units. So two scales of analysis were defined: the microscale (19 tranches in Ensenada and Berisso, 18 tranches in the basin of Arroyo Maldonado) and the mesoscale (139 polygons in Ensenada and Berisso, 93 polygons in Maldonado). In all three methods have been actively involved community actors.In summary, Catalyse executed a questionnaire which was the result of 19 tested versions on the territory. The questionnaire comprises four thematic areas (social, environmental, issues and perceptions, participatory trajectories), 10 macrovariables and 168 variables, 753 surveys were applied, 80% in tranches ( the places most affected by the floods), and 20% in the polygons. The first results contributed to the prioritization of environmental issues.In summary, Stlocus executed eleven thematic maps (social, economic, environmental, etc.), the most important of which was the actual use of land by rural land and block. The categorization of actual uses of land was subject to five versions. Thematic maps were correlated with 7 macrovariables (territorialities, vocations, rationalities, processes, trends, actors and spatialities), classified as well these into 30 variables. The results were 55 micro-places in terms of patterns of occupation and territorial appropriation and an interpretive matrix of social and enviromental problems. In summary, Territorii executed when five of the eight stages: real, lived, past, legal and possible territories. They are under development the remaining three phases: thoughtful, concerted and intelligent territories. Territorii applies ten different spatial and social skills: topographic maps, thematic mapping, interviews, newspaper analysis, literature review, oral history, geo-referenced statistics, etc. The results were useful input for the construction of the Agenda. The first version of the Agenda for Comprehensive Land Management is made up of 17 proposed actions from the results obtained with these methods. Four actions have been defined as those with the highest feasibility: two for each study area. Currently these actions are traded with the authorities responsible for their implementation.
