Abstract
In this paper we briefly discuss the agency problems generated
by a particular type of health insurance providers in Argentina.The
so-called Obras Sociales are union-dependent institutions to which
formal workers are compulsively affiliated. Managers do not respond
to the users of their health services, but to political authorities. We
show that they have little, if any, incentives to improve the efficiency
in the administration of these institutions. We discuss alternatives
to reduce their agency costs and force to an improvement in their
efficiency.
