Resumen:
This article is centred in the case of the development of a non-GMO rice seed tolerant to herbicide by a public institution of science and technology and adopted by the whole value chain at the Entre Rios province in Argentina. An inductive / deductive approach is applied to study how the innovation system is organized around a specific knowledge available, appropriated and diffused by a public institution of science and technology. The discovered set of relationships is drawn using the micro and meso level of the Functional Model of Innovation System where two “bridging” actors are identified. The use of technological and institutional avenues in order to solve the bottle necks that constrain the competitiveness is concluded. The work is framed in the Evolutionary Economic Theory which considers the innovation as the engine to achieve socio economic development. In this theoretical context, learning processes is the path to build up endogenous capabilities able to get success in the innovation process. These facts were studied in details in the high tech cases at the south-eastern of Asia. However, they are also relevant in the cases of less dynamic technology industry as the agri-food in emergent countries.
