La tensión política entre centro y periferia bajo la Constitución de Mendoza de 1900. El municipio de San Rafael durante el civitismo.

En el siglo XIX San Rafael era el departamento más austral de la Provincia de Mendoza (Argentina), y se ubicaba en la frontera con los indígenas. A partir de 1880, luego de la campaña militar que eliminó el poderío de éstos, la localidad se pobló de numerosas colonias con un gran porcentaje de inmigrantes europeos. En el tránsito del siglo XIX al XX se produjo su rápida expansión socioeconómica, alentada por políticas estatales, pero también debido a la esforzada acción de particulares, algunos de ellos verdaderos pioneros. En corto tiempo, San Rafael se convirtió en el más importante departamento de la provincia, y en el otro polo de desarrollo frente a la ciudad capital, centro político, económico y social de Mendoza. En atención a las particularidades del departamento, y a la distancia que lo separaba de la capital, este trabajo se propone comprobar si la sociedad local generó mecanismos de defensa de sus intereses frente a las imposiciones del Poder Ejecutivo, en un ámbito que le era propio como la municipalidad. El análisis de las prácticas institucionales y de las relaciones entre el gobierno central y la dirigencia local con asiento en la corporación a principios del siglo XX permite vislumbrar si la dinámica del poder transitó por los carriles marcados por el centralismo de la Constitución de Mendoza de 1900 y por el estilo autocrático de los gobiernos de Elías Villanueva (1900-1903) y Carlos Galigniana Segura (1903-1906).    Abstract   In the nineteenth century San Rafael was the most autral department of Mendoza (Argentina), and was located on the border with the indians. Since 1880, after the military campaign that removed the power of these, the locality filled with numerous colonies with a large percentage of European immigrants. In the transit of century XIX to the XX its fast socioeconomic expansion took place, encouraged by government policies, but also because of the vigorous actions of individuals, some of them true pioneers. In a short time, San Rafael became the most important department in the province, and the other pole of development in front of the capital city, political, economic and social center of Mendoza. In attention to the peculiarities of the department, and the distance that separated it of the capital, this paper intends to check whether the local society created mechanisms to defend its interests against the dictates of the executive authority, in an area that was own to them like the municipality. The analysis of institutional practices and the relationships between the central government and local leadership with seats in the corporation at the beginning of the twentieth century allows to see if the power dynamics passed in fact by lanes marked by centralization of the Constitution of Mendoza in 1900 and the autocratic style of government of Elias Villanueva (1900-1903) and Carlos Galigniana Segura (1903-1906).
