he International Covenant on Economic, Social and Cultural Rights, adopted by the UN General Assembly established the right to education and satisfactory and fair working conditions. However, the effective implementation of this agreement reaches different levels in Latin America. Socio-economic conditions and educational opportunities affect population and exposes both natives and foreigners to a scenario of vulnerability that affects their job opportunities and social mobility. The focus of this paper is to analyze the extent to which the employee is likely to be linked to levels of schooling achieved, for natives and foreigners in a host country of immigration as Argentina in counterpoint with an ejector populated country such as Paraguay. The estimates are made through a binary logistic regression model using data provided by the Permanent Household Survey of both countries in 2006.
