At its third session, in its decision IPBES-3/1 (sect. V, para. 2) on the work programme for theperiod 2014‒2018, the Plenary of the Intergovernmental Science-Policy Platform on Biodiversity andEcosystem Services approved, until the fourth session of the Plenary, the continuation of the expertgroup established for the development of the preliminary guide on the conceptualization of values ofbiodiversity and nature?s benefits to people, which, at the discretion of the Chair, followingconsultations with the Bureau, could be expanded to include a limited number of resource persons andrepresentatives of strategic partners as resources permitted.2. In the same decision (sect. V, para. 3), the Plenary requested the expert group to revise thepreliminary guide (IPBES/3/INF/7) following an open review by Governments and stakeholders.3. The preliminary guide was open for online review by Governments and stakeholders from26 February to 31 March 2015, together with the scoping report for the methodological assessment onvalues (IPBES/4/9). Comments received were discussed by the expert group for this deliverable at itsmeeting held in Budapest from 8 to 11 June 2015, and the guide was revised accordingly. Thereafter,the preliminary guide was the subject of an internal expert group review before being finalized andsubmitted to the Plenary at its fourth session (see annex III).4. Annex I to the present note sets out the list of selected experts who attended the workshop inBudapest and drafted the guide, as well as the list of experts who reviewed it. Annex II sets out thestepwise approach to assessing the diverse conceptualization of multiple values of nature and itsbenefits, and provides a summary of the preliminary guide, the complete version of which is presentedin annex III. The annexes are presented without formal editing.
