The maneuver of power systems is a multifaceted mission that comprises the regulation and direction of an important number of components. Failures in a line of the systems could produce great conflicts or, even worst, blackouts. In this respect, this paper develops a new combined method that analyzes and schedules the operation of these systems, by taking into account the risks of transmission lines. The method identifies and reduces the power flow in critical lines, reducing the possibilities of outages. The main contribution is the combination between the simulation technique and mathematical modeling. This means obtaining results closer to reality. The novel approach is tested with the real case of the great blackout produced in the Argentine System in 2019. The approach offers a more detailed analysis of the lines with more levels of risk, in comparison with the previous approaches.
